- What purpose was originally communicated, and what new purpose is proposed?
- Who determines the purpose and means for each activity?
- Which official provisions are effective on the date being assessed?
- What facts, approvals or advice are still needed before a decision?
Optional scenario: education and learner activity
An education service is considering analytics that may involve children’s digital activity. The people, purpose, roles, data and applicable rules have not yet been confirmed.
- What age, data and purpose facts need confirmation?
- Have accountable people checked Section 9 and Rules 10 and 12, their commencement and any applicable conditions?
- Could separate education or sector-specific instruments apply?
- Which questions need a responsible human decision, and who owns the next step?
